1953年9月，某省城。我公安机关收到敌情通报，敌人要在国庆节制造爆炸事件。侦察员顾群（印质明 饰）接受任务后，立即走访群众，了解破案线索。特务何占彪（浦克 饰）、白松亭（李颉 饰）采用偷寄匿名信、制造交通事故等手段，诬陷接待处司机平小海（赵联 饰），转移公安人员的侦察方向，从中混水摸鱼。小学生淘气（马世达 饰）做梦都想不到，在他喜欢摆弄的闹钟里竟被人安放了定时炸弹，爆炸时间为国庆节上午十点钟。何占彪作案后想座火车逃跑，但被顾群抓获，与此同时，平小海的女朋友赵小惠（贺小书 饰）正帮着小海从被人诬陷的苦恼中恢复过来。审讯室内，何占彪盯着墙上的挂钟，十点钟过去了，炸弹没有响......。Ryu is a skilled young writer who has a girlfriend, Pin, who he's dated since high school.
